2008 Annual Action Plan – Proposed Amendment
The Iowa Department of Economic Development proposes to amend the 2008 Action Plan for the Consolidated Plan for Housing and Community Development. The report details the housing and community development plans for the 2008 program year (January 1, 2008 – December 31, 2008) with funds provided to the State of Iowa by the U.S. Department of Housing and Urban Development (HUD). The programs covered include: Community Development Block Grant Nonentitlement (CDBG) Program, HOME Investment Partnership Act, Housing Opportunities for Persons with AIDS (HOPWA) and the Emergency Shelter Grants (ESG) Program. The purpose of the proposed amendment is to allow greater flexibility for the use of CDBG funds in the tornado and flood disaster areas.
The proposed amendment reads as follows:
“In cases of disaster, the State may allocate recaptured funds, or any uncommitted funds from the current program year, to the Contingency Fund described in IDED Administrative Rule 261-23.10, or to the Disaster Recovery Fund described in IDED Administrative Rule 261-23.14. Funds can only be reallocated under this provision in cases where there has been a Presidential Disaster declaration, or a Governor’s Disaster Proclamation, and the reallocated funds may only be used in those geographic areas where the Presidential Disaster declaration or the Governor’s Disaster Proclamation applies.”
The public is encouraged to comment through 4:30 p.m. August 12, 2007. In addition, a public hearing will be held at 3:00 p.m. on July 24 in the Iowa Room, 2nd Floor at 200 East Grand Ave. in Des Moines to receive public comments on the plan. The State of Iowa may request permission from HUD to shorten the above time frame. If permission is approved, the public comment period will be shortened. However, comments will be accepted at a minimum through July 25, 2008.
