City Development Board

City Development Board Information on House File 582

During the 2002 session, the legislature approved HF 582. It has been signed by the Governor and its provisions become effective on July 1, 2002.

A description of the changes made by this bill are described in a summary prepared by the Legislative Service Bureau. A copy of the summary is included here.

On the CDB web site you can find step-by-step overviews of the process for approval of the various types of voluntary annexation which reflect the changes made by HF 582. These include the notices and publications the city must provide as well as the meetings and filings that must occur before an annexation is complete. There are four Overviews provided:

  1. Voluntary annexation for territory not in an urbanized area.
    >>Voluntary, not urban
  2. Voluntary annexation for territory not in an urbanized area, including land without the consent of the owner.
    >>80/20, not urban
  3. Voluntary annexation for territory in an urbanized area.

  4. Voluntary annexation for territory in an urbanized area, including land without the consent of the owner.

  5. Involuntary annexation for territory without the consent of the owner.
