City Development Board

The Board
The City Development Board was created by the 1972 Municipal Home Rule Act. Its jurisdiction was extended statewide when the provisions of the Act became mandatory in 1975.

The Board consists of five members appointed by the Governor with approval from the Senate. Staff assistance is provided by the Iowa Department of Economic Development.

Its Function
The Board is authorized by Chapter 368 of the Code of Iowa to act on petitions for municipal boundary changes including annexation (addition of territory to a city), severance (deletion of territory from a city), consolidation (combining of two or more cities into one city), discontinuance (termination of a city), and incorporation (establishment of a new city).

The Board's function is to act as an impartial third party that is responsible for placing an objective influence on the boundary change process.
