The Legal and Compliance team is part of the Director’s office, reporting
to the General Counsel.

They are responsible for all post-award activities for state job creation programs.

Their oversight and contract administration duties include generating the award
letters, preparing and negotiating contracts, verifying compliance with contract
conditions prior to disbursement of funds, conducting onsite monitoring at project
completion and at the end of the job maintenance period, contract amendments, and
preparing this portion of the Annual Report.

Legal and Compliance staff report monthly to the Iowa Economic Development Board
and its Due Diligence Committee regarding significant developments with funded projects,
awards that have not been signed within the Board-required 120-day time period,
and make recommendations regarding amendments, closeouts, and collections.

As of 6/30/09, this group was responsible for administration of 636 funded projects,
representing 47,795 projected jobs and $18,215,508,794 in projected total investment/expenditures.

They are the lead group responsible for the coordination and preparation of this
portion of the Annual Report. For the Report they analyzed 399 Project Status Reports
submitted by businesses and the corresponding payroll records for the 22,934 reported
jobs
