How to Qualify
The Endow Iowa Tax Credit and Endow Iowa Grant program require that all community foundations working with either of the programs meet or substantially meet the national standards as set by the Council on Foundations. These standards can be found in the document NATIONAL STANDARDS FOR U.S. COMMUNITY FOUNDATIONS compiled by the Council on Foundations and approved by the Community Foundations Leadership Team.
To certify that your community foundation meets or exceeds the national standards, please follow the steps listed below:
- Review the National Standards for U.S. Community Foundations. [www.cof.org/Content/General/Display.cfm?contentID=146]
- Collect and submit your “compliance documents” that demonstrate how your Community Foundation meets or exceeds the national standards. Of special importance is your Community Foundation’s ability to meet the public support test to maintain your 501(c)3 tax exempt status, your investment policy and grant making process to maintain maximum accountability for the dollars entrusted to your Foundation, and how your foundation meets the main goals of a Community Foundation.
- Make two copies of each of the "Compliance Documents" and place them in separate 3-ring binders (appropriately tabbed and labeled)
- Keep one 3-ring binder for your files, and mail the 2nd binder to:

IDED staff will review the submitted information. If there are any questions concerning the submitted information, or if the submitted information is deemed to be incomplete, IDED staff will contact the applicant to discuss any possible remedies.
If your submitted information is complete, your foundation will be added to the list of Qualified Community Foundations. A copy of this list may be obtained by sending a request to endowiowa@iowalifechanging.com.
