Business development financial assistance programs assist Iowa companies to expand, as well as attract new businesses to the state. Direct financial assistance, tax incentives, and employee training programs help create high quality jobs through business development and expansion across Iowa.
Community Development Block Grant (CDBG)

The primary goal for the CDBG program is to the development of viable communities by providing decent housing, suitable living environments, and expanding economic opportunities - primarily for persons of low and moderate income. CDBG funding includes public facilities, community facilities and services, and imminent threat funding.

The State of Iowa combines Community Development Block Grant (CDBG) and HOME funding from the U.S. Department of Housing and Urban Development (HUD) for a unique approach to funding housing activities, including: rehabilitation, new construction, assistance to homebuyers, assistance to tenants, administrative costs, and lead-safe housing.

City Development Board

The Board is authorized to act on petitions for municipal boundary changes including annexation (addition of territory to a city), severance (deletion of territory from a city), consolidation (combining of two or more cities into one city), discontinuance (termination of a city), and incorporation (establishment of a new city). The Board's function is to act as an impartial third party that is responsible for placing an objective influence on the boundary change process.

The Iowa Commission on Volunteer Service (ICVS) administers AmeriCorps*State grants and provides a variety of volunteer management resources, training opportunities, and volunteer recognition programs. In addition, the ICVS coordinates Iowa's Promise [www.iowaspromise.org], the Iowa Mentoring Partnership [www.iowamentoring.org], and the annual Iowa Conference on Volunteer Service.
